		<description>I read this Meaty.  I said the President does not &lt;strong&gt;put in&lt;/strong&gt; the earmarks.  I never said he did not request them.  According to the story:

Democratic House and Senate appropriators point to page after page of specific projects &lt;strong&gt;requested&lt;/strong&gt; by the president in the 2008 spending bills.

Those projects are requested by the President but I don't think (and I admit I don't know) he cannot insert them.  I think that has to be done by a member of Congress.  They draft the bills and the President signs or vetoes them.

I will give you that presidential requests are just as bad as any other and they all (if passed) amount to wasteful spending.

Or as the article says:
Rep. Jeff Flake, R-Ariz., said he believes Bush “deserves every bit of criticism” for earmarks like the first lady’s librarian program, but said most presidential earmarks have been kicking around for years and do not serve Bush’s personal interests.

In any event, Flake said, Congress can strip out any earmarks it doesn’t like. “The blame comes right back to Congress,” he said. 

However, Obama is the one who discussed the wasteful practice but had nearly 400 million in his own. 

I won't deny that it all amounts to waste and all presidents and most members of Congress are guilty of wasting money.</description>
